Peru: Speeding up trade

Certainly, the aggressive strategy of commercial integration will allow the expansion of our trade, mainly because of the dismantling of market access barriers, and this, without doubts, will result in more jobs for Peruvians and more competitiveness for our industries. However, if we expect that the new network of free trade agreements – that includes, United States, European Union, China, Canada, EFTA, Korea, Mexico, Chile, Brazil, Andean Community, Central America, Japan and even Australia – translate into effective tools with clear and concrete results in our economy, it is necessary to confront once and for all the pending structural reforms that affect competitiveness and that could minimize the benefit of free trade if are not taken care of.
One of the main reforms is the one related to customs because it is imperative to assure a fast and efficient transit of merchandises to set Peru in the big leagues of international trade.
Fortunately, the commercial agreements negotiated and in process include commitments in custom issues that force us to improve the efficiency and Speedy up a reform that was forgotten for many years. Then, under the implementation of the Peru- United States Trade Promotion Agreement (PTPA), a new Peruvian Custom Law was promulgated and will, not only allow us to comply with the commitments of the agreement, but also will give birth to alternatives that will facilitate the release of cargo in less time.
Additionally, the Only Window initiative will also allow a greater effieicny by reducing the number of procedures and authorities that intervene in foreign trade operations, reducing also time and money to complete import and export operations and this favours competitiveness.
It is evident that these initiatives are on the right track but there are still reforms and initiatives pending that could boost our trade. Each day, month or year that goes by without a complete reform traduces not to thousands but million dollars in losses to our economy. So, it is important to consider that the free trade agreements will not be of use if companies still face unnecessary costs that reduce competitiveness. Then, it is urgent and we cannot afford to postpone this task once more.
