Peru's vehicles will have license plates with electronic chips starting 2010

Peru will start next year to make new license plates incorporating top security technology and a built-in electronic chip in order to prevent falsification, informed the Transportation and Communications Minister, Enrique Cornejo.

This process will be conducted by the Automobile Association of Peru (AAP), said the Minister, making clear that the new license plates will cost the same as the ones currently in use.

“The paperwork required to obtain these new license plates will be easier, and they will be delivered in less time. Currently it takes 15 days, but with these new plates it might take only 48 hours for the vehicles in Lima,” he added

The change will take place in 2010, with new vehicles, according to Correo newspaper.

My question is, " Who does this really affect?" What percentage of people in Peru, overall, can afford cars? This is no doubt a really progressive manuever for people lving in Lima. But will there be a benefit for all Peruvians after costs of the program is met or will it only improve the lives of a small minority. Could the money have been better spent else where. I am not trying to say that it is a bad initiative, I just don't know if there were other options that could have done more good for more people.

This is a good thing.  dont knock it. 

As far as where else could the money be spent?  well, you could always say, "buy food for the poor and medicine for the sick" but progress is a long term process and short term measures wont benefit anyone.  Peru needs to keep making this kind of improvements in all areas. Red tape in Peru is a mayor issue and needs to be dealt with.

JUST SO LONG AS THEY DONT "TALK TO EVERY STOP SIGN" OR LOCATE THE PLACES WHERE YOU DRIVE.
AS FAR AS A MORE EFFICIENT GOVERNMENT, AND A NEED FOR A POSIBLY SMALLER WORK FORCE, HEY THATS GREAT.

IT IS PROBABLY JUST A TEST MARKET FOR U.S., AND I HOPE WE CAN TAKE THE CHIP OFF THE PLATE WHEN WE PUT THEM ON THE CAR. THEY SAY THESE CHIPS WILL BE IN EVERYTHING SOON, THAT YOU'LL BE ABLE TO JUST ROLL YOUR SHOPPING CART THROUGH THE CASH REGISTER LANE AND A READER WILL COUNT EVERYTHING IN YOUR CART. I HAVE ALREADY SEEN THE NEW CASH READERS, THE OLD MACHINES IN BANKS FLIP AND COUNT EACH INDIVIDUAL $5,$10 OR $20 DOLLAR BILL, BUT THE NEW MACHINES YOU CAN JUST SET THE BUNDLE IN THE TRAY AND IT READS THE CHIPS IN ALL THE MONEY.

I DONT WANT AN INVASION OF MY PRIVACY. LIKE HAVING THE COPS DRIVE PAST MY HOUSE AND KNOW HOW OLD MY MILK IS, OR WALK PAST A "READER" IN A PUBLIC PARK, AND IT READS THE CHIP I DID NOT KNOW I HAD IN THE NEW SHOES I BOUGHT. I HAVE HEARD THEY ARE EVEN WORKING ON A DATA BASE TO TRACK THESE CHIPS IN CASH, SO IF YOU TOOK $100 IN 20'S FROM THE BANK, IT WILL DETERMINE WHERE THEY WENT AND WHAT USES THEY WENT FOR. I THINK EVENTUALLY THEY WILL SCAN THE MONEY YOU RECIEVE AT THE A.T.M. AND ATTACH YOUR NAME TO THE WITHDRAWEL. I BELIEVE COMPUTER PROGRAMS COULD BE EASILY DESIGNED TO "VERIFY" YOUR CURRENCY AT EACH END OF THE TRANSACTION, THEN YOUR PRIVACY IS GONE JUST LIKE ALL THOSE DISCOUNT CARDS THE GROCERYT STORES WANT YOU TO USE AND THEN THEY KEEP YOUR SHOPPING LIST FOREVER.

I REALLY DONT THINK WE NEED THIS MUCH OVERSIGHT. BUT A FASTER LICENSE PLATE RENEWAL??? EH, I THINK WE DONT WAIT 15 DAYS IN U.S., AND THEY WANT TO GIVE PERUVIANS I.D. CARDS WITH CHIPS TOO. I DONT LIKE ANY OF THAT.

I'm failing to see the benefit of "electronic chips" in my license plate.  What is it used for?   Tracking my movement?   Automatically sending me tickets in the mail if it thinks I am going too fast (measures my time from one distance to another...) or go through a red light?  

Why would it take 15 days for a regular metal license plate but be faster if you put a chip in it.  That's counter intuitive.

Sounds like a further big brother invasion of privacy with little benefit to me the individual and more control for the state.

Enlighten me because I am missing what is good about this.

in the provadances there are cars that run for 6 months to a year with plywood painted plates wiating for metal ones from lima
next will they requrire drivers to be licenced too?
they may even get crazy and require that cars drive in their own lane and not in the middle of the road or in the oncoming lanes on blind curves.

I thought that a Transport and Communications Minister would be better tasked to addressing the appauling condition of the roads in Peru and the lethal condition of a majority of taxis and other "Bangers" that prowl the roads. Every day we see sights on TV of horrible bus crashes where children are maimed and killed...or has he given up?

To parade a new chipped licence plate that will do nothing to address any of these problems makes a mockery of Perus attempt to progress...please, Snr Conejo, get your basic road safety issues sorted out first , then you can go high tech later, really no one sees a benefit...only the Govt will benefit when they turn on their Big Brother computers....which probably wont get a press release!
