I think that the idea is not only great for Peru and Bolivia, but for peace throughout all of South America--presupposing of course, that the armaments also included the value of other nations' (USA, Russia, etc.) equipment, manpower/value of their installations etc. in the calculations.
Otherwise, the numbers mean nothing at all, right?
And fair is fair,,,right?
And peace and self-determination is the object, right???
Or wrong?
