Sorry I almost forgot- this is an ingles forum, in my article I was referring that Peru could impulse more immigration by promoting the sale of Peruvian residency like it is my common another countries.
In Latin America Paraguay gives facilities to promote immigration which in doubtless during all times is a very big motor of progress
Unites states, Australia and Canada as much as Europe son developed multicultural countries and mainly the U. S. are founded by immigrants.
It seems that Peruvian authorities until now they are blind for the
Advantages of strong immigrant Promotion.
Every year almost 400 000 Peruvians leave Peru- most of them have good professions and go without money.
Why not to bring middle class people here who bring a little bit money and can by in an easy way Peruvian residency promoted by an eventual ministry of immigration and web ambassadors – who not promote Peru in video online conferences abroad.
Just imagine if an immigrant pays 2500 dollars or euros (flexible ) for getting a residence and deposits additionally something like 5000 Dollars or Euros (flexible amount can be higher until 10000)
It is only an idea- in an Peruvian bank how much money will come in to the country – the impact will be enormous –no matter if the immigrant stays or leave one day- anyhow – he will spend money – and will give the economy additionally a push- even an inmigrant bank can be formed .
Usually immigrants especially from democratic countries are highly motivated
, they bring education, get involved in the culture have sense for environment and
, form if they are young families and get involved in democratic process in long term.
Also an immigrant surely byes his clothing in Gamarra and trees to get his home (ad impulse for textile and construction)
(There are thousands of articles of studies about positive long term effects from immigration)
Just by letting come in about 500 000 immigrants under this conditions the Peruvian state could one way or the other receive about
40 billion dollars or euros or much more
which somehow
Will find their way in the Peruvian economy
If part of the residency sale money is used properly in direct donations for poor people or in constructions from streets and hospitals which are still missing the country would develop additionally- programs like immigrant madrina o padrina in direct partnerships in fight against poorness or donation .

America is a country of immigrants. Just ask the American Indians. But sense then, America gave the Native Americans tax free/government free lands and casinos to off set their past hardships. Now fast forward to the current crises at hand. Illegal South, Central, & Primarily Mexican Aliens that have been flooding across into the Southern United States. It has, and will continue to be a devastating drain on that nations economy; U.S. economy. People will say that it is because of the work that a lot of Americans are too lazy too do. Partially. The number one reason for the tidal wave of illegal aliens is because of the bastardization of the 14th Amendment of the United States. The Social Security beneifits, "Legalized Government Extortion," that I have paid into all of my life, that will go towards helping to support the children born on American soil to illegal immigrants. This must stop. It is rampant socialism and nothing more. I married a beautiful women from Lima, but we still had to follow the letter of the immigration law. Dealing with the Peruvian Consulates was easier than dealing with U.S. Immigration. But when illegal aliens give birth to a child on American soil? It is a free punched ticket/ride towards the path of American Citizenship. It isn't right.

As an American against illegal immigration, I can not say I find your post to be accurate nor helpful to the issues of illegal immigration. As an American, I support our Constitution and find our judicial review process to be the best in the world even if I do not agree with it all the time and feel that defying the Constitution of the United States to be against my values as an American Patriot.
I am also dissapointed with any rant against illegal immigration that focuses solely on the illegal immigrant and says nothing about the American Citizens who prosper and offer the opportunities to the illegal immigrants. I am not sure about you, but I like to hold my fellow Americans to the highest standard of upholding and supporting the laws of my country and I find it disengenious at best to only point at the illegal immigrant. Further, my understanding of humanity makes it even harder for me to be quick to judge and punish a poor man or woman doing whatever he can to feed his children while ignoring the wealthy man or woman earning a few more bucks by exploiting. Both should be held accountable.
I am MOST dissapointed with those who either do not know or do not care about the actual facts of the cost of illegal immigration as reported by our own government's GOA. There are many high and unacceptable costs to illegal immigration, healthcare being one, but to state that without stating the fact that what illegal immigrants add to the economy in the tax base and consumer spending is again disengenious at best. Our government reports that with combined sales tax, property taxes, payroll taxes and consumer spending, illegal immigrants add about 1.2 BILLION DOLLARS more to our ecnomy than they cost us. Further, what we loose on health care to illegal immigrants is only a drop in the bucket to what we give in tax breaks and corporate welfare to the righest corporations in our country. 3% of what we pay in corporate welfare is what we loose in health care to illegal immigrants.
The number 1 reason for illegal immigration is not the 14th amendment, I am not sure where you found anything to support that claim, but anything I have read said the number one reason is economic opportunity.
I am glad, however, you did not add the rhetoric that they all should be deported immediatly. Again, i refer to our government's own GOA report that shows a devestating blow to our ecnomy that could very well cripple the USA for decades. Food prices and construction costs and consumer good prices could rise significantly, crops would lay rotting in the fields, and thousands of small mom and pop stores would close from loosing 12 million customers. Oklahoma, who has some of the toughest anti-illegal immigration laws in the country has seen its economy tumble significantly with the loss of so many illegal immigrants so fast. Hundreds of mom and pop stores have closed, rent prices have tumbled due to lack of tennents, small factories are shutting their doors due to lack of labor.
No..the problem WE CREATED over the last 50 years is much to complex for platitutes and half truthes. To fix this we need a more realistic debate, a more realistic comprehensive solution and no more nationalistic rhetoric. We need to be honest with ourself and accept responsibility for what we created. I want secure borders and I want to end the flow of illegal immigration, but it can not be done with nationalistic rhetoric and it MUST be done without destroying the US economy. As an American, I demand that it be done with honestly and respect for all human beings, not just some of them.

I thought this article was about immigration in Chile, not about the problems the US face with their failed policies. I think Chile recognised correctly that they need those workers and that the problem will not go away by itself. Congratulations to them and to the immigrants that got their status changed.
In response to christine, I do not think what you propose is going to work. Immigrants move to another country because of the opportunities. Many immigrants from S-A, also from Peru, that move to the US, Canada, Australia or Europe are well educated people that are looking for jobs that will pay better and will allow them to support their families back home. That in itself is already proof that Peru is not attractive to people from rich countries. Also, many graduates from universities end up being taxi drivers or something alike because to get a job you need a network of influencial people or you have to pay your prospective employer an amount approaching a years salary. In order for Peru to retain its own talent, it should do something about that; to make it easier for graduates to secure a job and to spread the economic wealth to the poor regions.
Also the argument of squeezing out the pockets of the immigrants is wrong. You should not want the immigrants to just ship in some money; there are already plenty of welfare programs offered to Peru. What you want is immigrants to bring in knowledge and skills that are missing in Peru. And I think there is still plenty of unemployed talent available in Peru to fulfill many of the openings. The effect of bringing in foreigners just for their money is also negative for the Peruvian themselves. These rich immigrants will invest in properties and business and doing so push up the prices, making it impossible for the local people to buy a simple house or to start a little business.
Concluding, Peru should work first to improve their economy and the utilization of their own talent. By the time the economy is well and talent runs out, they can attract people from outside of Peru. You will see that many of the Peruvian emigrants will return to their fatherland.

This is perhaps the best example of what can, & what will happen to any country that has a un-checked open borders policy like the United States.

The man talking is Mr. Roy Beck. He is perhaps the leading authority on immigration issues in the U.S. Mr. Beck has been called before a Senate Sub Committee on Immigration Reform more than once.

We've seen the gumballs video on Living in Peru several times, too bad he's been labeled a racist. Illegal Peruvians in the US

One of Beck's best friends is Barbara Coe, who refers repeatedly to ALL Mexicans as "savages" and has for year. When Beck's group presented a a meeting on immigration reform groups, His invited guests distributed white supremecist literature and included organizations that support eugenics, for those who do not know that was Hitler's fake science that suggest Jewish people and others were genetically inferior. (side note, that same Eugenics group also is a major funder of the Minutemen).
Hmm, with a record like that, why would anything think he could be racist?
I personally can find ways to advocate against illegal immigration WITHOUT going to bed with white supremicists, and as an American and a Christian, I find it essential to let the racist know that they have no part in the debate, they are not of God nor of the USA.
The enemy of my enemy, in this case, is NOT my friend.

Well mericorps might I suggest that you write or call all the Democrats/Republicans who had him testify before that same Senate Sub Committee; more than once. And since we are in the business of forgiving, Senator Robert Byrd the EX Wizard for the KKK. The enemy of my enemy, in this case, is NOT my friend.

I have written them, I do not think racists should be invited to the table.
Senator Byrd both renounced and apologized, Beck has not. I am very intolerant of racism. I just can not find any excuse to let it slide. I consider it a direct attack on America and just as dangerous to my country as Al-Quada or illegal immigration and when push comes to shove, I assure you I would feel safer next to an illegal immigrant that I would a racial supremicist of any color.
I am just as quick to denounce Al Sharpton, La Raza as I am the Klan and Nazi's. I have values, not sides.

Interesting comments- thanks to René for his constructive critics- well I think it will work very much in deed so –as a matter in fact I shine this Idea-I try to promote it since many years online and offline- of cause it has to be developed. Look I am just a little unimportant private investor – by not saying everything is perfects her for me because being immigrant no matter were takes always time to adapt- but I found my Peruvian husband and I never had regrets- at least until now. I love Peru and try to influence things here in a positive way- very much in deed so. My idea works if they really bring big amounts of people- only if is well and not misery traduced but in big style. But I know also it might be not in business interest of some people. First- there is a huge marked for it
I mean for immigration - were a marked is- there can be offered something. Just take look into “Auswandern”.com - a German web by not saying I am interesting in bringing only Germans or Europeans- the only thing- they should respect the rule of law and have professions educational level to avoid of bringing dumps) , certain age and certain amount of money There are hundreds of webs about people to go somewhere else. Old People who come to Peru should have a monthly rent and under mister Toledo this model of immigration was promoted- they can receive Peruvian residency if they have 1000 Dollars monthly they can have a nice retiremewnt on Peruvian beaches - but I think to bring only Tumbies is not good enough. You will find thousands of willing people from Germany who are willing to go, same like in France, or other European countries – or any some kind of developed but under trouble shooting situation nation somewhere else. Some of them might bring great advantage in Agriculture and how to use water or energy in a better way (Holland, Wind craft, other countries – how to use less water more efficient- something what will be important to do here in the future. It is a life fact once one wave of immigrants goes somewhere the others are following very fast (latest sample – Goa in India- there are a lot of hippies (not so much wanted here and not my idea ) - sad true- but a lot of Red workers, soft were developers and so on – they impulse real state – same you found places in Bulgaria or Romania- new places in Costa rice (with Americans ), Paraguay- (lately full of Germans ) , many Latin American Countries promoted aggressively immigration in the past- among one of them was mister Pablo Neruda in the 20 the last century – former Congressmen from Chile. – He was very open on that idea and Chile became an immigrant country- and is now because of multicultural developed – and this without having gold. Argentina and Brazil are both huge immigrant countries- Argentina in the past had his ministry of immigration- unfortunally they exported also the Nazi in the last century – not exactly my idea- you should now. Take a look at the same U. S. It worked there for almost 4 centuries- the wonder of immigration- Do You thinks the builders of The U s. were rich? They had to make their ways to deserts, over wild rivers and lousy valleys full of scorpions and poison spiders - they had no food for day’s and did not now what they had to expect- but they had the willing for change and the willing to construct something- And good human spirit is always driven by these two forces.Same Canada- Same Australia- And just look at it now- Aren’t they better of in terms of economy and freedom? Why this could not work out in Peru in a country with only 30 million and so big and there are so much things to develop. Even under much more modern and much more safer conditions and the possibility in modern times were everyone is connected with everyone to go easy bag if it fails I mean for every immigrant there is a go bag ticket if he has a profession. In former Times they did that that choice- they had to make it or they dumped it for ever. They also didn’t have their money- they had first to invent it after starting to produce. But some ads to be more precise and give some ads. it a fact that most of rich developed countries are immigrant countries- why not take advantage of that experience. Why not learn and easy up things here. Here in Peru many some people try to warm up old conflicts with Chile, if got the impression that a do sis of nationalism is always something o.k. and to be proud of your country – but on the other hand many people here are trying to profit from fake nationalism by using parts of a press and try to make parts of Peruvians afraid from their neighbour like Chile- that a small amount et the end gets the reason to by some weapons or old weapons and get rich on cost of all.I ask myself 1. Why Peruvians never get a chance to see neighbour Chile- to compare a little bit how are the streets and houses there, or neighbour Ecuador- to maintain good relations with the neighbours is always something nice what makes many sleep nice with exception of those who are profiting from conflicts..It is hard to see a Chilenian or Ecuadorian landscape or city on TV or in any education program, they only learn what happen in the past and about former wars - Europe had big wars in the past and now mainly former enemies are living peaceful together and make business- as a matter in fact Peruvians quit seldom on TV learn what rally happens in the worlds and the few good channels are unreachable by the majority.2. it is a fact in psychology-Clearly uneducated minds are very easy to influence and very easy to make afraid - it seems in the interest of some of controlling minorities that Peruvians don’t get education according standards of developed countries because they need exactly this uneducated minds to keep control- here it would be the former conflict with Chile and Ecuador that a few can by their arms which goes on cost of all. 3. Anyhow the few Peruvians who found their way out find the true by facts- better streets, better education, a better Justice system- they tell their brothers and sister and many of them want to go especially when they don’t have money and a home at all- same like they try to go to U. S. and Canada or Australia and Europe. You can hardly listen a happy Peruvian person from Chile and his statements about the neighbour country on TV. At least I have never seen one 4. I am very much in favour of immigration- as motor of progress specially in the underdeveloped countries with problems in institutions- I am also grateful to any neighbour who promotes immigrations in a smart way according to the countries facilities and economical condition. -Leaving in another country does not make anyone more stupid-The still underdeveloped Peru should aggressively promote immigration – sale of Peruvian residency in an uncomplicated way for a reasonable price promoted by Web ambassadors- .The country would replace those (400 000 every year) who go with good educational levels and without any money with some who bring at least a little bit money to the country, have also education and if they come from developed countries in many cases a good sense for environment .Basically to make it you need political willingness and creativity to bring this in the right direction.
Just because some Privados are afraid of foreignors and the impact they might have - not good enough to stop progress- Don t you think so ?

Ad.Add your comment
about promoting of inmigration here
Ad I mean there are thousands of flexible ways to traduce and promote immigration.
Quit Obvious “sierra exporters “ is not going well enough .Here some ad thoughts to get it more flexibleFor every immigrant who invests 15000 Dollars / 10000 (flexible) euros- could be a little bit more or less in Peruvian mountain or province con exception of overcrowded big cities (like Arequipa, Trujillo Lima., Cusco ) , in some kind of construction project or land – until certain square meters amount - and makes additional one direct donation to a poor family from the area (also written in and officially registristrated- with cheque de gerencia and a kind of donation documents (like financial contribution for rural development) gets his residency after his property and contribution is registered . It should be observed by an international independent institution to avoid salvages. – After financial contribution for rural development and the residency is registered he gets the residency. At the beginning it will take time but I am sure after half a year after the first wave of immigrants came in others will come and very soon some a bonded Peruvian little sierra towns will have same nice look like Switzerland or Otavalo (Equador ) or like Potuso
