All Peruvians who were left homeless after the August 15 earthquake last year and who live in the region of Ica will be exempt from paying fines for not having voted.# David N says :

This law forcing people to vote was a bad idea. We have friends that are uninterested in the political process, yet they show up, wait in line, and then just vote for anybody.
If voters wish to abstain and not participate, that should be respected.

I wish that in the USA there was a mandatory voting law. Each election is decided by a minority that actually vote. This minority is typically 25% of the registered voters. Locally it is only about 10% of the registered voters sometimes. How does democracy work when the citizens do not participate???

I like the laws that require citizens to vote. Obviously education is always an issue to keep voters well informed, but that's an issue all over the world.Add your comment
As for eliminating these fines, it's a good step. These people were more worried about re-building their homes, finding their families, finding clean water, finding food, etc than dealing with voting. They should be exempted due to the extreme conditions.
By this I do not mean that any poor person or family that has some drama going on should be exempted to from having to vote. The earthquake was an extreme situation.
