Peru expropriates homes to build tunnel in Lima

For several years citizens in the Limean community of Caja de Agua have heard rumors that Santa Rosa hill would be blasted and a tunnel would run through their neighborhood.

Because they saw the project as something to be done much later in the future, the announcement they would have to leave their homes so construction could begin in several months came as a terrible shock.

Last week, twenty-two families received a notice from Lima's Municipal Real Estate Company informing them their land would be expropriated for the construction of a two-lane tunnel.

These expropriations were legally ordered in 2007, when it was calculated that the tunnel would affect pieces of property on 91,000 square meters (979,515 sq. ft.)of land.

In February, the housing ministry released appraisals reporting that two and three storey homes were worth between 300,000 and 124,000 soles while one-floor homes were valued between 93,000 and 46,000 soles.

Neighbors have rejected municipal offers and begun coming together to protest the new construction project.

I am just curious why in Spanish people always mention numbers from high to low. "...between 300,000 and 124,000 soles" or "between 93,000 and 46,000 soles"

Seems to fit the pattern, in Peru the government actually sees the house worth 300,000 and offers them 124,000...

That area is a nauseating pigsty and they should take the money and run.  300,000 soles?  They must mean the value of the entire district.
