Ha, ha, ha, ha. He, he, he, he. What a load of crap. What member of PNP is going to waste his/her time on this type of "crime" when they can't control the streets of serious crime? Another law on the books that will go unenforced. Peru is great having the Congress pass laws. The enforcement part has a looooong way to go.

jb, the PNP is not only corrupt but also incompetent. However, my guess is they are all to happy to see this law passed. Not to enforce it, but because any small business owner faced with a huge fine will have no problem laying out a hundred soles or so in bribe money to get out of it.
PNP must be one of the WORST police organizations in the world. So you killed someone? Well just hand over fifty soles and we'll say it was self defense. Just another 'lovely' aspect of this 'charming' country.
