Chilean President Michelle Bachelet and Bolivian President Evo Morales have had  a bilateral meeting in Bariloche (Argentina) in an extraordinary session on acoastal access for Bolivia (which is out of the official agenda) during the Union of South American Nations (UNASUR) summit.

The Bachelet-Morales parallel meeting was scheduled days after that Peru's President Alan Garcia Perez claimed that La Paz and Santiago should make public an alleged "secret agenda of 13 items" between Chile and Bolivia, which it is supposed to include talks for a Bolivian's outlet to the sea.

However, the 1929 Treaty establishes that Peruvian participation is required before taking any decision about granting Bolivia an outlet to the sea through territories owned by Peru.

UNASUR will focus  on the US-Colombia agreement to establish US bases on Colombian territory.
