Peru: ALBA Causes Unrest between Peru - Venezuela

(LIP-ir) -- The Bolivarian Alternative for Latin America (ALBA) has been the cause of much commotion between regional governments and Peru's Chancellery.

In a statement made by Peru's Premier, Jorge del Castillo July 5, he accused entities of meddling in Peru's government, attempting to create instability.

The Premier went on to define this instability and uproar among the people as results of a "Chávez movement."

The Prime Minister and other of Peru's Regional Presidents and authorities have openly shown their disapproval of an ALBA office, which was opened in Puno by the region's president Hernán Fuentes.

Venezuelan President Hugo Chávez has stated that the opening of the ALBA office is still something completely symbolic.

"A short time ago Peru's Prime Minister accused us of meddling in internal affairs just because Puno's regional government decided to establish an ALBA office their," stated Chávez during a speech given to graduating cadets.

"It is still just something symbolic. I think Latin American oligarchies are so afraid that they see a twig and jump," stated Chávez as he quoted a popular Venezuelan saying which refers to farmers fear of snakes.

"We are not going to get involved in any country's internal policies unless we are allies, like in Cuba, Nicaragua and Bolivia," stated the Venezuelan leader, referring to the 3 countries involved in ALBA.

ALBA countries progress on cooperation proposals
ABN 17/07/2007
Caracas, Distrito Capital

Caracas, July 17th (ABN).- About 200 officials and experts from Venezuela, Cuba, Bolivia and Nicaragua will finish Tuesday the revision of ambitious programs of the Bolivarian Alternative for the Americas (Alba).

The First Alba Technical Commission Meeting and the Trade Agreement of the Peoples (TCP) is a key step toward the integrationist process of the four countries that have already created their Councils of Ministers and Presidents. Furthermore, they are planning the V Summit by the end of the year, Prensa Latina news agency informed.

Alba countries representatives worked in 12 working tables in which they discussed about different areas such as tourism, health, investment, finances, food, education, environment, industry, science, technology, energy, mining, telecommunication, transport and trade.

An important point for discussion is the «great national» projects that, according to the Nicaraguan representative, Paul Oquist, «they are the future of the union and progress of the peoples.»

The meeting has a political importance because the Alba initiative is under international observation in order to know its real influence.

During the opening ceremony, Venezuelan Minister of Foreign Affairs Nicolás Maduro stressed the need to shorten the production times of the projects needed by the Latin American people.

Meanwhile, Venezuelan President Hugo Chávez said: «Our proposals are emerging and they are subjected to a disfigurement process; it causes that a lot of people have doubt about them, that’s the case of the Alba.»

According to the President, the failure of other integration projects has caused the attention over the Alba.

Concerning the meeting’s main objectives are: the planning of a working schedule to carry out a feasibility study of companies and the great national projects.

The agreements will be sent to the Alba Political Commission to be analyzed during the Second Meeting of the Council of Ministers to be held in Havana, Cuba, on September 3rd and 4th.

ALBA: A viable key to African Diaspora self-determinationSee Bilaterals.orgRaleigh, NC  - In his intellectual and timely re-examination of the scholarly works of two well-known Afro-Caribbeans in his dynamic book “In-Dependence from Bondage: Claude McKay and Michael Manley: Defying the Ideological Clash and Policy Gaps in African Diaspora Relations” (ISBN 978-1592214655, Africa World Press, 2007), author and former Jamaican public servant, Lloyd D. McCarthy makes the case that the Bolivarian Alternative for the Americas (ALBA) was a dream of these two men and, if successful, could well be the kind of initiative that shows the masses of the South, the African Diaspora and the world’s poor how to cooperate to achieve self-determination and deeper democracy.According to McCarthy, globalization — the spread of American Capitalism — is being discredited around the world as ordinary working people and those representing them become aware, that although the “Cold War” has ended, the return of militarism is being used to advance the interest of big corporations and global elites, while human development and wealth distribution is more acutely skewed now than ever.“In-Dependence” From Bondage pairs novelist/poet, Claude McKay (1890 - 1948), whose innovative works ignited the Harlem Literary Renaissance, and Michael N. Manley (1924 - 1997), the Jamaican politician whose ideas, and revolutionary political activity lifted the political awareness of the people of the Caribbean, as well as internationally in the form global relations. McCarthy illustrates that both men were committed Internationalists who advocated greater economic, cultural and political cooperation among peoples and nations worldwide-for everyone’s benefit; not just for the profit of a few multinational corporations.“McKay and Manley, through their art and politics demonstrated a firm belief in the inter-connections of the world, as well as preserving equality and justice for all people irrespective of race, color, or class,” says McCarthy. “They viewed international politics from a historical perspective; they shared a common vision of ordinary people asserting their democratic rights for liberty and equality; and they both expressed deep concerns with how power was distributed in society and between societies."As such, McCarthy surmises that both Claude McKay and Michael Manley would have supported the political and economic initiative called the Bolivarian Alternative for the Americas (ALBA) with its plans for education scholarships for Latin America and the Caribbean, a Social Emergency Fund, Development Bank for the South, a Regional Petroleum Company and shipping, airlines and telecommunications plans.Through ““In-Dependence” From Bondage”, McCarthy examines the impact of globalization (capitalism) on human development in the African Diaspora, as led by corporations, imperialism and the global elites. He differentiates the dominating political ideology of the developed nations of the North, with the oppressed and developing nations of the South, and the policy gaps that continue to undermine the struggle for self-determination of people in the African Diaspora.McKay and Manley’s strident call for an adherence to the continued struggle for self-determination echoes through the pages of “In- Dependence” from Bondage.” McCarthy has produced a significant contribution to broad studies of the African Diaspora and the collective solutions required for international relations and the masses survival of globalization. A profound perspective that bridges the generations, this will be considered the blueprint for the future of social, political, and economic issues worldwide.
