Right Walter?? Hit who in the wallet? Extra cash for the police, when someone pays a bribe for having a beer? Or the tourist paying off the police, 10 dollars so no one bothers them while drinking at the beach. Come back to reality.

Sounds like an opportunity for coruption or black
marketeers. Or at best people will buy more on the weekend for the week ahead and not have the self control to "ration it" though the week and really get drunk. The only way to combat drunkeness is though education and enforcement of existing laws.
