Who is the editor for this website? I think this is the only website I've been to where numbers are written out in a weird format like: "3 thousand 270." Are you guys just trying to make a short article looks longer?
Use spell check also! It's "President García" and not "Presidetn García" for goodness sake!

You do realise ignorance is no defence don't you?
This is a prime example of democracy gone mad! As I said ignorance is no defence so can anyone other than a lawyer (and I'd be surprised if any lawyers knew) name all of these laws? Maybe half? A quarter?
It is obvious that no one, yes NO ONE, could be able to tell me what every one of these laws are OR the endless list of old laws that these new laws have been added to - SO WHAT"S THE POINT? Nor could they tell me my rights in regards to the vast majority of them!
And my friends THAT"S THE POINT! Through making the system so complicated and the law so full of detail and B******* our governments are slowly but surely eroding our freedoms and taking away our rights. IE THE PATRIOT ACT etc...etc....etc....
Government is not there to tell us how to run our lives. But looks like most of us are happy with the influence our governments have on us and our personal choices. So many of these new laws, more often than not are simply not needed or wanted and a high percentage are just plain unworkable and difficult to enforce, laws to make government more money and the people less in control of their own lives. Not to mention they also help crooked officials and people in positions of power out with more opportunities to fleece the 'ignorant' average Joe and further entrench corruption into our societies.
So looks like we deserve what we get

Forget to mention the thing that originally forced my reply to this article.
'Daniel in USA' you my friend are a prime example of why we have governments that are out of control!
You make no comment on the article other than to point out a couple of 'errors' made by the journalist. If you're gonna write something write something worth reading my friend!
I gather you have no actual opinion on what this article is saying or the possible ramifications of all the 'laws' being created by ALL of our governments around the world?
As I said folks we deserve what's coming

This is an example of how bad Peru's illiteracy rate really is. It is not 7.1 as another article claims, but more like 75 percent illiterate... just because you can read the words on a page outloud does not mean you are literate. A literate person also understand what he reads. :)

So if this article is accurate in Garcia's 2nd year in office he enacted nearly 9 new laws per day! (3,270/365)
As Mark said, how could he possibly have understood and enacted nearly 9 new laws every single day of the year? You couldn't put 9 new pieces of legislation in front of anyone 7 days a week, 52 weeks a year and expect them to make wise decisions.
Either this article is wrong, or the government is completely out of control.

I think what they are refering to are legal codes. Some bills put forth thru congress which has "revisions" of current legal codes such as those in construction, land ownership laws, and tax laws. In each case you are talking about one document that may have hundreds of legal code in them. I guess "techincally" you could say there are thousands of new laws LOL. That's kinda pushing it though.

That makes more sense. If you count some code that says you have to pick up dog poop in the park as 1 law, then I could imagine one document containing dozens of "laws". this actually makes me feel better because if Garcia was actually signing 9 new substanative laws a day then he likely has no idea what he is signing.Add your comment
