Peru's nationalist party interferes with U.S. New Horizons program

In an effort to bring humanitarian aid to Peruvians in Ayacucho, a region in the country's south-central Andes, U.S. Army, Navy, Marine Corps and Air Force personnel took part in Operation New Horizons - a U.S. long-term program sponsored by the U.S. Southern Command.

Unfortunately, the troops affirmed they were unable to reach as many people as they would have liked to in the Andean country.

"We're leaving Peru a little disappointed because we didn't get to build a potable water well in the Luricocha community," said Major Matt Joganich, the Task Force New Horizons commander.

Even though the U.S. mission, which is to end its work August 30, helped over 18,000 Peruvians in Ayacucho, soldiers were unable to carry out their program as planned.

The group was unable to complete its work because members of the Nationalist Party led by Ollanta Humala interfered with the program, affirmed reporters from Expreso daily, explaining the party had begun spreading lies about the U.S. troops as soon as they arrived to Peru.

Pushing a campaign that accused U.S. military personnel of everything from wanting to steal water and minerals to secretly invading the country, Ayacucho's impoverished citizens were deceived and manipulated into believing New Horizons was an invasion plan, reported Expreso.

This kept many people in the province of Huanta from benefiting from much needed assistance.

The US Military going into a country to do aid work is obviously a big deal.  Especially given the location of the project - very close to some of the most intense coca farming in the world, of which the majority is used for better-off people in Europe and the US to get wasted and middle men/drug cartels to get rich.  People who just grow the plant and make a little more money than growing bananas or coffee will obviously be concerned about whether the US will try to stay and create a permanent base and make them grow coffee instead of coca, which could mean in the long term that a poor family does not have even a small TV to sell when their eldest son gets crushed by a roof while working for less than fifty cents an hour, breaks his back, and requires medical treatment in Lima.  What is a true *shame* is the poor analysis that most people bother to do these days, including media sources.  What is this, an AP article reprinted from an USAF magazine?  Really, maybe Garcia and the US government should have a done a better communications job and made more clear that the US would not stay there, but would anyone believe him w/ his record?

Don't skim the surface.  If you care, get analytical.  The failure was on the part of the two govenments, and not the fault of any third party.

It's like I've been saying all along.  People like Humala only use the poor as a tool for their own political campaign. 

If Humala really cared about those people he would have welcomed the humantirian work but instead, it's a very well known fact at this point that Humala and his followers were deceiving people in order to prevent these public works from being performed.  The reason he would do this is because it goes against his own political goals and propaganda. 

Part of his political platform is anti-American, anti-foriegner (just like Chavez) so the more people that were helped by the humanitarian projects, the worse for Humala because it makes it difficult for him to get the local population to hate people that just helped them.

As far as there being a concern that the American military might try to stay and create a permanent base, this is sillyness considering that this was not just a mission to Peru, this was part of an ongoing program to all of Latin America.  The same military units has already visited places in Mexico, Guatemala, El Salvador, Nicaragua, Panama, etc..  and there was no desire to stay or create any permanant bases there. Their actions were concise and consistent in each country that they visited, including Peru.  They went it, performed humanitarian works and projects, and then left.  So there was a clear track record with this specific program to show that this was ONLY a humanitarian project and nothing more.

Then maybe the US and Peruvian government just need to figure out how to better communicate their intentions and spread their message so that people are not so easily convinced by misinformation.  Maybe the best message will be if the mission were to come every three years; arriving and then leaving, and slowly building up trust w/ the locals so that fear and uncertainty cannot be so easily taken advantage of by anyone after their personal or political agenda.  Whether Humala would be any better then Garcia if in executive power...I guess that remains to be seen if he runs and wins the next election in a few years.

 One thing is undisputable though.  The person that said this represents poor planning on part of the Peruvian government and perhaps even the US Southern Command in not communicating sufficiently to the local populous ahead of time, has a good point.

 At this point, the Peruvian government can no longer say that they "didn't know" that Humala was going to launch a deception campaign to prevent or limit this and other humanitarian project. 

  It's clear that Humala is travelling all thruought the country doings the same thing every where he can to spread deception and civil unrest.

 The government needs to WAKE-UP and not just complain about Humala, but take REAL steps to counter his campaigns of deception before Humala succeeds in tearing the country apart. 

 Humala concentrates his efforts amoungst the poorest of the country and the lease educated, since it's much easier to convince them of things such as "the gringo's are comming to steal your water"...... something that even a moderately educated person would laugh at, but the more gullable of society will actually beleive.

 So it is in these regions that the government MUST do something more.  Not only increase aid programmes (which they are doing already) but these people also need news and information.  They need to know what is being done for them and on their behalf, and all of the projects and programmes that are being implemented to help their situation as well as the general conditions in Peru as a nation. 

  One thing is for sure.  If the government doesn't step in to educate and inform these people, there are others like Humala that will.  But Humala will only "inform" them on what serves his own political agenda.

Let us consider a little history, obviously remembered by Ollanta Humala and the people of the Nationalist Party. That is the history, right up to the present, of the role of the United States in Peru and Latin America generally. That role? One of using CIA and other means guided murder and oppression to install brutal dictatorships for the purpose of U.S. Corporate expropriation of the people's labor and resources resulting in generations of mass poverty. As Daniel Ellsburg (former US Marine, Rand Corp. strategic analyst, US Defense Department and White House consultant) observes: "Our policy in many parts of the world has been to promote dictatorship, often death squad dictatorship... I'm speaking here of El Salvador, Guatimala, Indonesia... quite a few other places, where our policy... where we thought the dictator alternative was better for our interests."

The "interests" he speaks of mentioned above, American Economic Empirialism, in which a small brutal elite of the victim nation are paid well by the empire, and given the best of weapons, to make their own people slaves of the rich of the United States of America. How, for example, did Generals Batista and Pinochet, to name only two examples of many over 60 years of this policy, come to power and do the evils they did against the will of the people of their nations?

Though we might try to find blame elsewhere, or deny it, these things are simply facts of our history. Perhaps the victims remember this better than those who did not suffer it. No wonder so many Latin American countries are jumping out from under Uncle Sam's boot through the alliances of the Bolivarian Revolution. The American promise of prosperity, betrayed generation after generation, is then a lie.

And why should Latin American's want American involvement when they see what that means in Iraq and Afganistan?

What reason is there for Latin Americans to think things with the U.S. are different now?

There are many other nations in the world for Peru to have better political and economic relationships with who do not have this sordid history and present purpose.

It is sad to say this, but it is true, as any well rounded study will show.

This time he sold his country to the gringo regime in exchange, I am told, for some twenty million dollars up-front, plus a monthly CIA stipend of several million dollars. Thus he gave permission for the gringo regime to establish their much sought after South American military base. The Empire hoped it might gain an on-continent base from which to fight against national liberation not only in Peru but throughout the continent. Patriotic Peruvian Army men took the initiative threatening to depose the Arch-Traitor, as demanded by their opposition party led by Captain Humala. Mass demonstrations throughout the nation greeted the Traitor’s move and demanded the withdrawal of US imperialist troops. As I write the imperialist troops are supposed to have been withdrawn from Peru. We will see if this happens or is just another lie of the Arch-traitor Alan Garcia.

Seriously, let us not make political judgements based on ethnicity such as that Latino's will come to rule the United States. I'm of Italian and English derivation, and I am glad that Latinos are coming back to the lands historically stolen from them, basically, the Southern Midwest and Western lands. I admire the courage with which they struggle for their human rights here. A courage for the struggle for freedom that has been lacking in the "white" U.S. population since it's last efforts at saving it's government from the military industrial complex was met by the U.S. government with extreem violence against the people and the imprisonment on false charges and assasination of civil rights leaders in the 1960's and early 1970's. Remember: Hoover's FBI knew of the assasination plan against Martin Luther King, and in violation of their duty did not warn him. They wanted him dead because of the speeches he gave in the last year of his life. Since then the American people should be ashamed and afraid of what they have sat back and let the worst elements of the rich and powerful do to turn the U.S. into a "Patriot Act" police state. Now we don't even have the right to protest outside of a "free speech zone" Outside of which there is no space for peaceful free speech through public demonstration. How low we have fallen. Now if the president decides that my writing here or elsewhere is an abbetment to terrorism I can be dissapeared and tortured. It's in the "Patriot Act". How then can the U.S. claim to bring freedom and democracy to other nations? Particularly after the monkey business of the last two presidential elections. Now that they've torn us a new... they'll let us have a Democratic Party president to calm us. He will hand out more band aids and neosporin for our wounds, but nothing will change. Perhaps Peru and other countries should get involved in helping the United States to have truly democratic elections and political processes. We desperately need a full contingent of international observers.

As to the demographic shifts underway here, what makes me ever more happy is when I see white anglo saxon stock intermarry with latino people. There is nothing so beautiful as a latino/wasp or mulato baby. I love seeing "mixed" couples in public and when appropriate give them a good friendly face or word. Why? because each one further blurs the line abused to encourage brothers and sisters to hate each other. Mix it up people! Remember, "race" has been and is a card that oppressive political forces use to divide and exploit masses of humanity; keeping them barking up the wrong tree. Setting them fighting each other instead of uniting to the benefit of all. Let us realize that there is only one "human race". That is, all of the people of the world.

I have been asked a number of times over the last few months why I seem to have so much against Alan Garcia, the Arch-Traitor currently in command of Peru. These same people often preface their remarks with “…isn’t Garcia just another typical Latin American comprador?” (Comprador is a term used in political science to refer to persons who sell their country for personal financial benefit.) I can answer that question in a few short sentences.

The reason I see Garcia as the worst of the worst in contemporary, and in fact in modern historical, Latin America, is because I witnessed what he did to his own Party people when I was a prisoner of the Peruvian military dictatorship of Morales-Bermudez and Cizneros-Vizquerra. I have described those events in volumes 3, 4 and 5 of my autobiographical series “Idaho Smith’s Search for the Foundation!” (See the WorldCat website for a list of university libraries closest to you which have copies of these books.)

Time and time again while a prisoner at CRAS Lurigancho I met outstanding and indeed heroic Apristas whose entire reason for being in prison had to do with being abandoned by Alan Garcia who was the operating manager of Victor Raul’s party. Men who had willingly fought for social democracy and indeed for the rights of many individual working and farming families. In those books I describe several of these men and what happened to them in detail.

The atrocities committed by the regime of Morales-Bermudez and his interior minister Cizneros-Vizquerra were horrible and I have described their standard operating procedure in Books 3, 4 and 5 of that series. Yet what Garcia did to prisoners, many of whom were Apristas, in the Lurigancho prison massacres that occurred during his first Presidency was much worse. (See Wikipedia on Peruvian Prison Massacres)

Then, I saw how he sold out his country, this time around, when he reappeared as a kind of Jabba the Hut, on the gringo payroll, with his pay handed to him out of that armed and armored monstrosity they call an Embassy in Monterrico (Surce) – go to Google Earth and look at this thing. Why on Earth would any honest country require a super secret de facto base of operations as this unless it was up to no good? To hand out visas? Get real.

How could a normal man of whatever political persuasion sell out the way Garcia has to the worst people who have ever walked the Earth for a few million dollars? This could only happen when the person in question happens to be an equally despicable character. Garcia has created a new personal political police to create dossiers on persons he considers to be “future possible” threats. –And, he has turned these over to professional torturers in the gringo so-called “embassy” in Monterrico. Alan Garcia is in fact, a so-called ‘man’, who invited the surprise insertion of Gringo combat troops into the nearly sacred land of Ayacucho. A land that featured an earlier Spanish Viceroy (long before the current US viceroy) building a city to block the resurgent national liberation Inca forces from marching on the then imperial capital at Lima. Garcia is a man who has not hesitated to betray, as I began these remarks by pointing out, his own APRA Party people just to secure some momentary advantage. Victor Raul Haya de la Torre would, I suspect, turn in his grave to see what this traitor has done in his name. In fact, it is only the usurper Garcia’s use of the name of APRA which has kept him in power to date. Along, of course, with his constant use of his new secret private political police, wholly apart from the SIN.

These are the reasons I consider Alan Garcia to be an Anti-Christ in today’s Latin America. Because while claiming Christian virtues this slimy, sneaking, politician, has in fact sold himself to the devil – US imperialism – and in the process he has sacrificed all of those around him. I can only wonder how long it will be before patriotic Peruvian Army men put paid to this traitor once and for all.

Haya de la Torre advocated a system of Latin American (or, to use his preferred term, Indo-American) solutions to Latin American problems. He called upon the region to reject both U.S. imperialism and Soviet communism.

He favored universal democracy, equal rights and respect for indigenous populations, and socialist economic policies such as agrarian reform, based on the concept of communal land ownership, and state control of industry.

Haya de la Torre advocated the overthrow of the land-owning oligarchies that had ruled Peru since colonial days, replacing them with an idealistic socialist elite. However, in exchange for attaining legal status for the party, he made opportunistic ideological swings to the right, and by the 1950s it had jettisoned most of its progressive, socialist ideals.

In addition, Haya de la Torre's single-handed dominance APRA resulted in pronounced sectarian and hierarchical traits, resulted in an exodus of some of APRA's most talented young leaders to the Marxist left.

So he was anti USA & So is Ollanta Humala. Haya de La Torre wanted to help the poor People in Peru and so does Ollanta Humala.

US Troops to Carry Guns in Peru

Lima, Jun 1 (Prensa Latina) The Peruvian government tacitly admitted the possibility that the US troops to be deployed in the central region of Ayacucho fight irregular forces acting in the area.

Defense Minister Antero Flores-Araoz tried to justify that foreign troops carry assault rifles, responding to criticisms by opposition Peruvian Nationalist Party (PNP) leader Ollanta Humala, who recalled that according to the law, only Peruvian soldiers can carry such weapons within the country.

The minister told Andina news agency that the presence of armed groups in the Ayacucho region may force US soldiers to carry guns for their own protection.

The government has stated that foreign troops are coming to construct water wells and classrooms.

Humala noted that such mission does not justify American soldiers carrying guns. He pointed out that Peruvian engineers and constructors can do those works.

The entry of US troops to Peru was approved by he ruling party and conservative groups in Congress, which also accepted the entrance of military groups to Ayacucho between last May and next September.

The PNP parliamentary group has denounced that the government and most of legislative majority had passed some 30 entry permissions for US soldiers between 2007 and this year.
