This is partially their own fault, for they don't care for letting their dogs run loose in the streets. This incident could have been prevented.

Ludwig, it's sad that you have no idea what you're talking about and apparently didn't read the article. This woman's dog was stolen and was going to be most likely vivisected for 'science.'

It is not relevant if the dog was running loose or not, fact is these people are acting shamelessly, trapping dogs in the street without even caring if they have an owner or not, and even if they didnt have one, this method of "learning" is not used anymore. You don't kill people just because you need a dead body for vivisection. A person's life, a dog's life, bottom line is: LIFE has to be respected.
