Peru's INPE claims it has not denied Guzman and Iparraguirre's right to conjugal visits

Peru's National Penitentiary Institute (INPE) denied having violated Elena Iparraguirre and Abimael Guzman's rights to conjugal visits.

Iparraguirre and Guzmán have not met since 2006.

“The article number 35 states that when the inmates are serving sentences in the same province, or in neighboring districts or provinces, conjugal visits need to be authorized by the Director of the jail where the inmate who is to be visited serves his sentence,” states the INPE.

The INPE spokespersons said that Iparraguirre's request did not include that official authorization.

Elena Iparraguirre was considered to be the number 2 in the “Shining Path” organization.

this is stupid they shouldn't even get conjugal visits,they should have gotten death sentence for all the tens of thousands of lives they are responsible of killing. instead educating the people from provinces and actually advancing them in society he used them to fight a war they didn't have to fight,i mean they lived in poverty but,he should of tried advancing their society with infrastructure instead of using child soldiers,all that man power gone to waste could of built roads, or brought electricity, or sewer systems, a restaurant.......anything.
freaking losers.
