Information Technology Key to SME Innovation

By Jobana Soto

What’s the best method for SME innovation? Training of course and Information Technology is the key! Experts from the United States have observed Peru’s growth in IT, which they believe Peru can use to train SMEs propelling them in the right direction for better growth.

Though Peru’s IT industry is relatively small when compared to other APEC economies, its development is still considered to be growing at a rapid level. That doesn’t mean Peru is ready to jump into the IT market full-force just yet, Robert Krammer, Vice President of Public Policies of CompTIA , says introducing an innovating culture like IT into a developing country is just as hard as introducing it to an already developed country.

According to Michael Mudd, Director of Public Policies for the Asian-Pacific region of CompTIA, the best way to support the growth of technological policies is to have the national government back it up. Despite the Peru's failure to successfully maintain its telecommunications infrastructure during the mid-90s, its current government has been passing new policies to advance its technology.

“Although it is true that capacities, radio frequencies and advanced design will notably evolve, as experts we have provided some recommendations for the improvement and completion of technologies in APEC member economies in the future,” explained Mudd on the possible 5-year term needed to improve SMEs through several technological solutions.

In the end, that’s what it all comes down to, to improve SMEs with the technology available today. Granted the progress will be slow at times but two key factors play a role in sustaining a powerful economy with the development of IT. Stephen Lau, President of the Electronic Data Systems (EDS) from Hong Kong, put in his own two-cents.

“The success of Asian companies, the most notable technology producers in the world, lies on the combination of two types of training: qualitative, in other words, focused in the education generation, innovation and entrepreneurial spirit and the quantitative, based on the concept of processes to create and efficiently run a company.”

APEC forum to promote renewable energy use in SMEs

The 21 APEC member economies will promote the use of renewable energies in small and medium-size enterprises (SMEs) within the region to increase their competitiveness, the General Director of Industry of the Ministry of Production, Johann Spitzer, said today.

"Tomorrow (Tuesday) we will hold a specific meeting on the use of renewables and there will be some lectures related to this issue which main goal is to promote technologies that allow companies to reduce their costs and use cleaner energy," he said.

It should be noted that the delegates representing the 21 APEC economies participate in the 27th. Small and Medium Enterprise Working Group (SMEWG) Meeting held in Chiclayo, Lambayeque from August 24 - 27.

Spitzer said that the use of renewable energy is important because it allows SMEs, as well as large enterprises, to save costs in their production processes.

He mentioned that attending delegates will place special emphasis on the following issues: Innovation Management, Corporate Social Responsibility and the Strategic plan for APEC SMEs as part of the agreements achieved during the last meeting of this working group held in the beginning of this year at Kaohsiung, China.

The EU Troika and CAN leaders agreed Saturday on a framework for an agreement that aims to knock down some trade barriers.

“What we need to do is to work towards concluding our trade deal with the European Union in less than a year”, he said on RPP national radio. He explained that the flexible nature of said agreement will allow the bloc of four Andean Community countries to adhere to certain parts of the agreement, but not others. In addition, García Belaunde mentioned that another of Peru’s goals after hosting the V EU-LAC Summit is to attract further German investment which is expected to grow after German Chancellor Angela Merkel’s visit to Peru.

U.S. & Peru researchers find new disease species in jungle

Living in Peru
Israel J. Ruiz

Scientists studying a tropical disease in Peru's Amazon have found new bacteria that is believed to be responsible for approximately 40 percent of the cases of leptospirosis.

Leptospirosis, also known as 7-day fever, is a bacterial disease with a high fatality rate that can cause jaundice, renal failure and lung hemorrhage in the most severe cases.

The emerging bacteria were uncovered by an infectious disease specialist from the University of California, San Diego School of Medicine, who is also working with colleagues from Peru's Universidad Peruana Cayetano Heredia in Lima.

Joseph Vinetz, M.D., professor of medicine in UC San Diego’s Division of Infectious Diseases led the 5-year study in the city of Iquitos which has resulted in the discovery of the new species.

Leptospirosis is classified as a water-borne disease that is spread from animals to humans.

According to Science Daily, the disease is prevalent in tropical countries where poor people live under highly crowded condition, or in rural areas where people are exposed to water contaminated by the urine of Leptospira-infected animals such as rats.

The disease can kill as many as one in every four people that are infected with it.

PRESIDENT BUSH:
Es mi honor para recibir el Presidente de Per. It's my honor to receive the President of Peru. I appreciate very much the President's time. I thank you for coming to visit the United States. Es hombre muy amable. He gives good advice.

We talked about the neighborhood. As we discussed, the United States wants the people of South America to fully understand we care about their future; that we want there to be prosperity in the region; that we respect leaders who provide basic education and health care. So we had a very constructive conversation.

The President is here to urge the Congress, both Republicans and Democrats, to pass the free trade agreement with Peru, and I urge them to vote yes. We talked about our mutual desire to succeed in preventing drugs from coming to the United States and preventing U.S. citizens from using drugs in the first place. The President has got a very clear vision of South America, and I really appreciated his advice and his counsel. It always helps for a person sitting here in the United States to get clarity of what the environment is like.

And finally, I expressed our country's deepest condolence to the student, the Peruvian student who lost his life on the campus at Virginia Tech. And our prayers go to this person's family. And we ask for God's blessings on the family.

Bienvenidos, hombre.

PRESIDENT GARCA: Thank you very much. (As translated.) Thank you very much, Mr. President. First of all, we would like to express our deepest condolences to the United States and to you, Mr. President, for all the victims that died in Virginia Tech. A Peruvian student lost his life there, and our prayers and our thoughts are with their families.

Second of all, I am here in the United States to promote the FTA between the United States and Peru. It is vital for our country. It is fundamental to continue this path of growth and social redistribution that we have started in my country. We have achieved an 8 percent annual growth in my country. This year we're expecting a similar growth, 8 percent annually, with 1 percent inflation, which creates more job opportunities.

But this growth, as far as development, needs a greater space and a greater degree of investment, and for that the FTA is essential. It would help us keep and maintain a strong democracy, a democracy that takes care of the poorest and that provides work to the unemployed. It is important to show the world that a democracy, with investment, leads to development. And development is not achieved by becoming static and not opening our doors to the market.

The United States, ever since its founding fathers, has had an ideal, a mission to the world. In the '40s, it sacrificed the lives of many young people to achieve the freedom of the world. Nowadays, we need to focus on democracy and free trade. And I am sure that both Republicans and Democrats would understand that this is key to the mission the United States has for the world.

President Bush and I talked about our contribution to the hemisphere and to humanity, to mankind. And that is the fight against drugs, and the fight against coke. We have started a head-on fight against drug trafficking in my country, against money laundering, and against coca leaf production, by offering farmers alternative crops, which is a way for them to earn a living in a just and legal way.

I have also congratulated President Bush on the very intelligent action he took against North Korea. It could have become a very serious problem for the world had it not been for the tactful intervention by the United States and its allied countries.

In his last trip to Latin America, in spite of some political reactions, which are typical, it has been essential to see the President work with Brazil on ethanol as the new fuel. This will help us refocus on Latin America, which is very favorable for the region.

If President Bush allows me, I am sure that during the time that we will coexist as Presidents he will achieve great things in the world, and he will visit Peru next year. But thank you very much, Mr. President, for the relationship we have of friendship. You are a very nice person, and I'm sure that our relationship will continue to grow.

Thank you very much.

PRESIDENT BUSH: Thank you all.

END 11:19 A.M. EDT

(LIP-jl) -- Peru's Chancellor Jose Garcia Belaunde expressed his concern over Chile's 'massive purchase of military arms' and their proximity to the Peruvian border.

According to a report from Chile's La Tercera newspaper, the Chilean Air Force incorporated 12 new F-16 warplanes into its forces located near its border with Peru and Bolivia, which is part of a large scale phase to improve it current military force.

"We have already expressed our concern over Chile's large scale purchase of arms," said Garcia to reporters who also mentioned such acquisitions "undermine the region's military balance."

The Chancellor assured the press that he has not received any type of conformation from Chilean authorities regarding the transfer of eight F-16 Fighting Falcon warplanes to Chile's Antofagasta Air Base, as claimed by Chilean newspaper La Tercera.

Garcia plans on bringing up the topic of military spending during his next meeting with his Chilean counterpart, Alejandro Foxely, and with Defense Ministers from both countries.

He added that he briefly met with Foxley during the recent South American Energy Summit held in Venezuela, where he "openly and frankly talked about every important issue" with the Chilean Chancellor.

Peru: Authorities destroy clandestine lab that produced 1 ton of cocaine per week

(LIP-jl) -- A laboratory which produced a reported 1 ton of cocaine hydrochloride a week was destroyed by Peruvian Anti-Drug agents in the jungle department of Ayacucho, Peru.

The clandestine lab, which authorities say was run by a presumed Colombian drug cartel, was located between the Apurimac and Ene River Valleys (dubbed as VRAE) , home to one of the world's largest coca plant growing regions.

According to a press note released by the Peruvian National Police, the clandestine laboratory was purposely built in the middle of very inaccessible terrain near the small village of Retiro. Due to the difficulties in arriving to the site, some 50 law enforcement agents were brought in by military helicopters.

30 henchmen were reportedly guarding the sight, each armed with AK-47 assault rifles.

The massive site, which was perfectly hidden under the jungle foliage, consisted of 6 areas. The laboratory's electricity and water systems were powered by heavy duty generators.

Authorities confiscated numerous drug making machines as well as countless ingredients used to produce cocaine.

According to reports, local townspeople unsuccessfully attempted to prevent authorities from shutting down one of the biggest known labs in the region.

Although the operation was classified as 'important' by Peruvian officials, more needs to be done before a dent can be made into Peru's growing drug trade and production businesses.

Peru has produced 100,000 tons of coca leaves, of which, only 9,000 tons have been verified to be used for traditional and legal purposes.

Santiago, Chile: Peru's former Pres. could have fate decided by June

Former Peruvian President Alberto Fujimori
©
(LIP-jl) -- According to a report in Chile's La Tercera newspaper, the Chilean justice system could resolve the fate of Peru's former president, Alberto Fujimori, by June.

The 12 volumes that make up the extradition file against the former Peruvian leader have yet to be reviewed by the Chilean Supreme Court prosecutor, Monica Maldonado.

According to unidentified sources, La Tercera claims that the entire review process will not end until a minimum of 60 days.

However, the prosecutor's arguments are not binding, since the judge presiding over Fujimori's extradition case, Orlando Alvarez, can determine whether he believes the arguments are admissible and pertinent to the case.

Judge Alvarez's verdict may also limit the charges on which Fujimori may be tried in Peru -if he is extradited- due to stipulations in the extradition treaty between Peru and Chile.
