APEC Leaders Say No to Protectionism


Leaders who oversee half the world's economy pledged Saturday to avoid protectionism but shied away from any new proposals on the financial crisis because of somebody who wasn't there: U.S. President-elect Barack Obama.


The 21 leaders endorsed last weekend's agreement by major world economies to resist domestic pressures to protect industries, while ensuring that small and medium-sized companies have enough credit to stay afloat.

"We strongly support the Washington Declaration and will refrain within the next 12 months from raising new barriers to investment or to trade in goods and services (and from) imposing new export restrictions," leaders of the Asia-Pacific Economic Cooperation forum said in a joint declaration.

They also pledged to reach agreement next month on the outlines of a World Trade Organization pact that collapsed in July after seven years of negotiations. Concern over the global financial crisis injected new urgency into the so-called Doha round of trade talks.

The leaders called for greater APEC participation in the International Monetary Fund and other multilateral lenders. Japan said last week it was ready to lend up to $100 billion to the IMF, but China has so far resisted entreaties to dig into its $1.9 trillion in reserves.

Delegates said, however, that there was little incentive to propose more concrete action without the support of Obama, who takes office in January and did not send representatives to Lima.

"The next U.S. administration must assume leadership in a very firm manner — not just for Americans but for the whole world," Mexican President Felipe Calderon said in a speech before heading into closed-door meetings that produced the resolution.

Even people who work for the White House's outgoing occupant, George W. Bush, acknowledged that tough issues such as a stalled U.S.-South Korea free-trade agreement would likely have to wait.

"I think the very understandable concern of these foreign governments is, will the new administration do some sort of policy review," Dennis Wilder, senior director for Asian affairs at the National Security Council, told reporters.

Obama has said one area he wants to review is the U.S. free-trade agreement with Canada and Mexico. But Calderon said any attempt to renegotiate the 15-year-old pact would create "not more markets and more trade, but fewer markets and less trade."

"The day the United States cuts off access to Mexican products, migrants will jump the river, the fence or whatever else they put up. That's a fact," said Calderon, noting that his home state of Michoacan is a major exporter of both avocados and illegal workers to the U.S.

Leader after leader spoke out against protectionism, saying it would bring devastating consequences.

"Companies will go bankrupt and countless jobs will be lost, and poor nations and poor people will suffer the most damage," South Korean President Lee Myung-bak told business executives.

Bush said nations must not respond to the crisis by "imposing regulations that would stifle innovation and choke off growth."

"One of the enduring lessons of the Great Depression is that global protectionism is a path to global economic ruin," he said.

The leaders argued their case with free-trade success stories. Lee, former head of the Hyundai group, said open markets were central to boosting his nation's per-capita annual income from $100 in the 1960s to $20,000 today. Canadian Prime Minister Stephen Harper said the North American Free Trade Agreement has tripled trade and created 40 million jobs.(AP)

APEC Leaders Photographed in Peruvian Ponchos

Wearing traditional Peruvian ponchos, leaders of the 21 Asia Pacific Economic Cooperation (APEC) member economies pose for the 2008 APEC Summit's official group photo in Lima, Peru on Sunday.

After holding the Second APEC Summit Retreat, the 21 Asia Pacific economic leaders went to the courtyard of the Ministry of Defense Convention Center for the official photo session.

As part of APEC tradition, the 21 leaders wear the host country’s traditional costume for the official photograph.

It is worth noting that APEC Finance Ministers dressed as “chalanes” (Peruvian Paso horse riders) for the official photo session after the 15th APEC Finance Ministers' Meeting, held in the northern Peruvian city of Trujillo early this month.

The 21 APEC Leaders agreed on supporting fiscal spending, avoiding recession and rejecting protectionism.

The Lima Declaration was read out by President Alan Garcia and marked the end of the 2nd Summit Retreat.

Leaders Begin 2nd APEC Summit Retreat to Approve Lima Declaration

Leaders of 21 Asia-Pacific rim economies began Sunday morning the Second APEC Summit Retreat in which they will adopt the 12-point  Lima Declaration.
The Declaration will focus mainly on trade liberalization and regional cooperation, among other topics.
As the host of the 2008 APEC Summit, Peruvian President Alan García Pérez opened the meeting by welcoming the Asia Pacific leaders.

The Second APEC Leaders’ Retreat, which takes place at the Cáceres Hall in the Ministry of Defense Convention Center, started at approximately 10: 00 pm and will last until noon.

APEC Leaders Commit to Avoiding Trade Barriers for a Year

The leaders of the 21 APEC economies are committed in avoiding any measure which might prevent free trade in investments or goods and services. They also voiced their support for developing countries in a statement released today. 

In the first joint statement given the member economies formally agreed to give their support to the G-20 Declaration regarding the global financial crisis.

The Leaders also agreed to abstain from putting forth measures that were incompatible with export development.

The measures adopted in the declaration are in response to the wave of protectionism hitting the world at the moment for fear of the effects of the global financial crisis. 

Forum Leaders also announced they support the efforts of international financial institutions as well as private banks to insure adequate financing for enterprises.

All 21 members reaffirmed their commitment to conclude Doha Rounds proceedings swiftly so as to improve trade in the Asian-Pacific region and fulfill the Millennium Development Goals.

Peru: APEC Summit Became "Ideal Scenario" for Trade Deals

The APEC Summit in Peru has become the "ideal scenario" to sign several trade deals to counter the global financial turmoil, Peru’s first vice-president Luis Giampietri said on Saturday.


Luis Giampietri, the chairman of the APEC Peru High-Level Commission went on to say that hosting this meeting in Peru has a special resonance with the announcement of free trade deals between APEC member economies.


Giampietri noted the conclusion of free trade negotiations between China and Peru during the APEC Leaders’ Week. 


He said this trade pact is very important because it would open up a large market for quality Peruvian products.

 

In addition, he stressed the fact that Canada has signed a free trade deal with Colombia, despite the fact that the Andean country is not a member of this forum but has expressed its desire to join the economic bloc when the moratorium expires in 2010.


He highlighted that Peru has reached an investment protection agreement with Japan and that both countries has announced the start of negotiations for a two-way free trade pact.
 
Giampietri also highlighted the launch of free trade talks between Peru and South Korea for 2009.
 The APEC is comprisde by Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Taiwan, Thailand, the US, and Vietnam.

APEC to Support Adequate Financing Measures for Businesses


APEC Economic Leaders announced they will support efforts by export credit agencies, international financial institutions (IFIs) and private banks to ensure that adequate finance is available to businesses, including small and medium-sized enterprises, and to keep trade and investment flowing in the region.


APEC members are taking actions, individually and collectively, to restore confidence in their economies and maintaining the Asia Pacific region on a path of long-term growth.

APEC economies have already taken urgent and extraordinary steps to stabilize their financial sectors and strengthen economic growth as well as promoting investment and consumption.

In this regard, the 21 Asia Pacific heads of state and government issued Saturday afternoon their first joint statement in the framework of the Leaders’ Meeting held in Lima, Peru.

Peru Has Clear Commitment with APEC Goals, says Garcia

Peru has a clear commitment with the objectives and ideals of the APEC Summit said Peruvian President Alan Garcia Perez when he began the First APEC Leaders Retreat.

“I welcome you all today to the latest APEC leaders meeting and I thank you for coming on behalf of the People of Peru.”

At the beginning of the affair the President paid homage to the founders of the APEC Summit for their clear vision of the world’s economic fate.

The APEC Leaders retreat began at 1 p.m. at the Ministry of the Defense’s Bolognesi Hall.

The long list of participants includes the leaders of Australia, Kevin Rudd; Brunei, Haji Hassanal Bolkiah Muizzaddin; Canada, Stephen Harper; Chile, Michelle Bachelet; People’s Republic of China, Hu Jinatao; Hong Kong, China, Donald Tsang Yam-kuen; Indonesia, Susilo Bambang Yudhoyno; Japan, Taro Aso: Korean Republic, Lee Myung-bak; Malayan Economic representative, Mohd Najib Tun Bin Haji Abdul Razak; Mexican Leader, Felipe Calderon; New Zealand, Helen Clark; Papua New Guinea, Michael Somare; Peruvian President Alan Garcia; the Representative for the Philippines; Russian leader Dimitri Medvedev; Singapore, Lee Hsien Loong; Chinese Taipei representative, Lien Chan; Tailand Leader, Somchai Wongsawat; U.S. President George W. Bush and Vietnamese President, Nguyen Mihn Triet.   

The leaders are expected to discuss the Lima Declaration Draft, written by the Foreign Trade and Commerce APEC Ministers.

The document touches on 12 major APEC themed topics such as Free and Facilitated Commerce and Investment, Integration of Regional Economies, Corporate Social Responsibilities, Support for the Doha Round, the Financial Crisis and Improvement of Living Conditions among others.

It is also expected that besides the Lima Declaration the Stand Alone Declaration will also be issued. It will be dedicated specifically to the Global Financial Crisis.

The Meeting will end at 3:30 p.m. when the Council for Entrepreneurial Consultants APEC-ABAC will begin.

Reaching Doha Round Goals is more Important that Beating the Global Financial Crisis

Reaching a positive agreement on the Doha Round has never been more important than now. It is a necessary step in order to find a solution for the global financial crisis, said Hong Kong Economic Leader Donald Tsang.

He referred to the World Bank’s study which points out that with the opening of the world’s commerce there could be a gain of between 290 billion to 460 billion dollars a year until 2015 and 100 million people in the world could stop living in poverty.

“I use these figures to highlight the tangible benefits that could be gained if the Doha round was successful. The effects of which would be felt both by developed and developing economies”, assured Tsang.

The main objective of the Doha Round is to make world trade free and to make impoverished nations reap its benefits. It also centers on getting Countries to reject protectionism.

He also pointed out that since 2001 Hong Kong has participated in the negotiations of the World Commerce Organization and that they are willing to commit to achieving the goals that the Doha round promises.

Peruvian President Welcomes the Leaders of the 21 Asia Pacific Member Economies During a Protocol Ceremony


The first to be arrived was Australia’s Prime Minister Kevin Rudd. Minutes later, Brunei's Sultan Hassanal Bolkiah arrived at the APEC Summit venue located in the Limean district of San Borja.

Then, President García welcomed the leaders of Chile, Michelle Bachelet; Hong Kong, Donald Tsang; Indonesia, Susilo Bambang Yudhoyono; and Canada, Stephen Harper.

After this welcoming ceremony, the 21 APEC leaders are scheduled to meet at the Bolognesi Room of the Ministry of Defense Convention Center, at 1p.m. to participate in the First APEC Leaders' Retreat. 

After a brief recess, at 3:30, the 4th Meeting of APEC Business Advisory Council, (ABAC) will be held with the presence of the 21 Asia Pacific leaders.

Bush Sees Difficult Days Ahead


The APEC Leaders' Summit comes at a time of serious turmoil in the global economy. It also comes at a time of unprecedented cooperation, U.S. President George Bush said in his weekly radio address.


A week ago in Washington, Bush hosted the first in what will be a series of international meetings to address the financial crisis.

World leaders reviewed the actions they have taken to manage the crisis. And they agreed on principles and specific actions to modernize their financial structures for the 21st century and help prevent another crisis.

"As we work to rebuild confidence in our financial systems in the short term, we must also work to promote long-term economic growth," Bush said.


"Together, our nations must focus our efforts on three great forces that drive this growth -- free markets, free trade, and free people."

"No region of the world demonstrates the power of these forces more vividly than the Asia Pacific. Free markets have helped millions lift themselves out of poverty."
 
"Free trade has helped small nations turn themselves into global economic powers. And as more people in the Asia Pacific are free to develop their talents and pursue their ambitions, the whole region has grown in prosperity."
