Candidates for Lima's mayorship lay out their programs

Lima's candidates for mayor battled it out without Castañeda
(LIP-wb) -- For two hours, ten of the twelve aspiring candidates to the mayorship of Peru's capital of Lima presented their political programs and proposals in a TV debate Sunday night. The debate circled around two major subjects: the improvement of Lima's infrastructure and to improve citizen's services and security.

Despite his physical absence, current mayor of Lima Luis Castañeda participated mainly as target of severe criticism voiced by all candidates. However, a recent survey showed that Castañeda is still the heavy favorite for another term: 63% of the questioned voters said they will vote for "Lucho", whereas the next candidate, evangelic pastor Humberto Lay, only received 14% of the voters support.

Contrary to the presidential TV showdown between Alan Garcia and Ollanta Humala a few months ago, this debate actually began right on time. The moderator, journalist Rosa Maria Palacios, started with a brief introduction, followed by Pepi Patrón, chairwoman of the "Transparency" institute in charge of the encounter's organization held at the National Library.

The proposals

The refusal of Luis Castañeda to participate generated the much anticipated criticism of his adversaries who, to a certain degree, pointed to the city's many problems and deficiencies Castañeda wasn't able to take care of.

The main point of the criticism was citizen security. Gino Costa, candidate of "Somos Peru", declared his main goal is to eradicate drug trafficking and fight crime by increasing the number of police troops in the streets.

Humberto Lay, running for his "Restauracion Nacional" party, proposed the re-launching of the Citizen Security Committee, equipped with modern technology to assist the police in its challenging task.

The candidate of President Alan Garcia's "Apra" party, Benedicto Jiménez, suggested the creation of a metropolitan crime map and a metropolitan school for watchmen (Serenazgo). In addition, he said he will support the so called “Plan Spider Web” and announced the creation of offices and disciplinary centers that will respond to the problem of gangs and drug addicts.

Carmen Lozada (Sí Cumple) said she will ask for joint efforts between the city and the citizenship so that they become protagonists by its own progress. “I will manage the city with authority. I want to be the mayor of the poor and to impel development and quality of life in Lima”, she offered.

Gonzalo Garcia, candidate of Ollanta Humala's Nationalistic Party, emphasized the creation of five “provinces” in Lima: North, South, East and West, and a special corridor for the "Costa Verde", all managed by a regional government. Garcia explained he wants to spread the municipal government that has all but forgotten about Lima's peripheral areas.

The candidate of "Frepap", Teobaldo Aguilar, circled his speech around the “recovery of youth through education and automation". For that goal, he indicated, he will construct municipal technical schools “so that the young people of Lima can develop”. “With an educationally prepared youth we secure the city's future”, he stated.

Esther Garcia (Union por el Peru) also focused on education programs with the purpose of providing increased business knowledge, as well as recovering their personal values and self-esteem in schools. "I will preoccupy the city's budget by investing in our youth" she said.

Meanwhile, Martina Portocarrero (Avanza Pais) suggested declaring Lima as an emergency zone for 90 days due to contamination and air pollution, and the candidate of "Renacimiento Andino", Wilson Aragón, assured that corruption is the main source of citizen insecurity and offered to eliminate it.

A candidate who preferred not to present his own ideas in this forum for the sake of criticizing the current administration, was Gustavo Massa of "Acción Popular". His whole speech focused on the errors of mayor Castañeda. “Sometimes we must sacrifice for others”, he said at the end of his intervention at which he also informed that "for those who don't know that, yes, he has a government plan which he described as "complete, analyzed and guaranteed".

Criticism mounts after Castañeda declines to debate on TV


(LIP-wb) -- After Luis Castañeda Losso, current mayor of Lima and running for re-election, refused to participate in a much anticipated TV debate next Sunday, he is strongly criticized by his opponents.

Castañeda is the heavy favorite for receiving another term in the municipal elections held on November 19, according to surveys.

Political challenger Gonzalo Garcia Núñez, candidate of Ollanta Humala's Peruvian Nationalistic Party (PNP), was most verbal by calling him the “proud, haughty and peacocky” mayor. He recommended Castañeda to consider taking “some valium or xanax” to recover his calm and serenity.

He said that instead of resorting insults, the mayor should confront his political program with the other candidates because this is what the people of Peru's capital want.

Other candidates like Gino Costa (Somos Peru), and Humberto Lay (Restauracion Nacional) chimed in on the criticism.

Costa said that all parties have unanimously agreed on the TV debate, including the representatives of "Unidad Nacional", the mayor's party.

“First they accepted to debate on November 5th, and now they changed their minds?” Coast asked.

Humberto Lay not only described the decision of Castañeda Losso as "inappropriate", he also considered that he “kicked the chess board" to follow his own rules and agenda.

APRA candidate Benedicto Jiménez accused Castañeda of trying to protract the debate indefinitely because he prefers not to respond to accusations of corruption.

Gustavo Massa (Accion Popular) assured he will be the 11th candidate to participate in the debate because “Lima is not just Mr. Castañeda”.

Re-election of Lima's mayor Castañeda looks like slam dunk


(LIP-wb) -- Luis Castañeda Lossio, current mayor of Lima running for re-election, continues to lead voter's preferences by a wide margin. According to the last opinion poll conducted by "Apoyo", Castañeda is the favorite for winning the elections scheduled for November 19th with 69%.

Evangelical pastor Humberto Lay is in currently in second place with 14%, followed by Aprista candidate Benedicto Jiménez (7 %) and Carmen Loazada (3%).

According to the survey, Castañeda's current administration reaches an approval rate of 78%  whereas only 23% of the questioned voters disapprove.

The survey was conducted between October 18-20 among 500 residents.

Kenji Fujimori's candidacy for Governor of Lima's provinces rejected


Peru's Special Electoral Jury in Huacho rejected Kenji Fujimori's application as a candidate for Governor of "Lima Provinces" because he does not reside in this jurisdiction. According to Peru's official identification registry (RENIEC) the son of ex-President Alberto Fujimori lives in San Borja which is a part of Lima city which has its own jurisdiction, not to be confused with the department of Lima.

If the first instance rejection is appealed by Fujimori, the case will go to the National Election Jury for a final decision.

Kenji Fujimori runs for Governor of Limean provinces


Kenji FujimoriKenji Fujimori has registered as a candidate for job of Governor for Lima's provinces. He will run for the "Si Cumple” group which is closely attached to the Fujimorista party of his father and ex-President Alberto Fujimori, now called "Alliance for the Future".

The "Fujimorista” party informed in an official note that Kenji and his team of political advisers want to install a modern and efficient regional government serving all citizens in the region.

“I know the region well and - while following the ideals of the “fujimorismo” -, I am going to work for the great change people are hoping for. We will be the suprise in these regional elections”, Kenji said.

More than half of Peruvian governors will run for re-election


The official registration deadline for candidates to Peru's 25 regional governments expired last night. Regional and municipal elections are scheduled for November 19, 2006.
Peru is divided into 25 regions, and subdivided into 180 provinces, and 1,747 districts. The inscription deadline for Peru's provinces districts will expire on August 30th.

Governors running for re-election are:
- Daniel Vera Ballón (Arequipa)
- Omar Quezada (Ayacucho)
- Rogelio Canches (Callao)
- Carlos Cuaresma (Cusco)
- Salvador Espinoza (Huancavelica)
- Luzmila Templo Condeso (Huánuco)
- Yehude Simon (Lambayeque)
- Miguel Angel Mufarech (Lima)
- Robinson Rivadeneyra (Loreto)
- Cristala Constantinides (Moquegua)
- Victor Espinosa (Pasco)
- César Trelles (Piura)
- Julio Cárdenas (San Martin)
- Yris Medina (Tumbes)
- Edwin Vásquez (Ucayali)

Among those not running for another 4 year term are Ricardo Narváez (Ancash) and Manuel Duarte (Junin).

Lima's governor Mufarech and Tumbes' Medina will no longer run for the Apra but for their own political movement.

Mufarech will compete with Andrés Tello (Apra), the ex- mayor of Villa El Salvador Michel Azcueta (independent), Cesar Núñez (Unidad Nacional), Luis Alva Odría (UPP) and Manuel Benza (PNP), among others.

Callao's ex-mayor Álex Kouri (Chim Pum Callao) will challenge Rogelio Canches for Peru's smallest region.

Other candidates include ex-congressman Alcides Chamorro in Junín, ex-presidential candidate Luis Guerrero in Cajamarca.
Applicants for the governors job in La Libertad are ex-Minister of Agriculture and presidential adviser José León (Peru Posible), ex-presidential candidate César Acuña, and Jose Murgia (long-time mayor of Trujillo).

In Arequipa Vera Ballón will match up with the "White City's" ex-mayor Juan Guillén (independent) and Jaime Mujica (UPP-PNP).

Two APRA candidates registered in Moquegua, causing some confusion. Martin Vizcarra said he was appointed by the party's Secretary General Mauricio Mulder wheras Rodolfo Balbi claimed he had the support of APRA's National Commission. It is not yet known
how this situation was solved.

The New Face of Election Fraud in Latin America: Examples from Mexico and Peru

Writing for The Guardian blog "Comment is free..." James Galbraith and Greg Palast have provided a great service by calling attention to the serious possibility of systematic fraud in the Mexican election. Neither offer definitive proof, but both provide information and analysis that, in conjunction with other deficiencies in the process, suggest this election may have been neither free nor fair. Yet I fear there is a danger that in searching for fraud of the sort that occurred in Mexico in 1988 we may miss the real story. The greatest obstacle to clean elections may arise not from systemic fraud but from the politicization of electoral processes.

The case of Peru is instructive.

Political parties submit electoral campaign expenses to ONPE


Only half of the 32 political organizations participating in the last general elections presented their information on electoral campaign expenses, informed Peru's National Election Office (ONPE).

Until 4.30 p.m. yesterday, representatives of the following 16 parties delivered their spreadsheets:

- Alianza para el Progreso
- Coordinadora Nacional de Independientes

The APRA party of president-elect Alan Garcia and 'Unión por el Peru', party of runner-up Ollanta Humala, will have to present their report on August 16.

The parties not fulfilling their obligations of presenting their reports are:

The report details the resources and amounts invested by the political organizations to promote their candidates or proposals between the application date and election day (December 9, 2005 - April 7, 2006).

Peruvian Congress approves bill for agricultural compensation


The Plenary Session of the Congress approved a bill for agricultural compensation in relation to the ratified FreeTrade Agreement (FTA) with the United States.

With 74 votes in favor, none against and 15 abstentions, the legislators agreed to a Program of Compensation granting a total of S/. 112 mil. Soles for products like cotton, yellow maize and wheat.

The Minister for Agriculture Manuel Manrique informed in his presentation before Congress that initially he will allocate a S/.60 mil. compensation to the cotton sector, S/. 50 mil. for yellow corn and S/. 2 mil. to wheat producers.

He clarified that the compensation will be by metric ton and not by producer. Using the example for corn, the compensation will be between 100 -110 Nuevo Soles per metric ton.

ONPE announces final 100% result of presidential election


ONPE today released their final presidential election result based on 100% of votes counted:

Alan Garcia Perez (APRA)  52.625%
 Ollanta Humala Tasso (UPP)
 47.375%





Garcia received a total of 6,965,017 votes, Humala received 6,270,080 votes.

There were
157,863 (1.091%) blank votes and 1,075,089 (7.431%) nullified votes.

A total of
14,468,049 votes have been emitted.
Overall participation was at 87.712%, while 12.288% were absent.
