Peru: Alan Garcia asks Rafael Correa to lead disarmament policy in the region

Peru's President Alan García asked today his Ecuadorian counterpart, Rafael Correa, to lead the reduction in military purchases in the region, with the aim of designating these resources to fight against poverty.

He said this during the opening of the Binational Encounter Peru-Ecuador, which is currently taking place in Piura (Peru).

Garcia reiterated his proposals of disarmament in the region, the same ones he already presented in the last meeting of the Union of South American Nations (Unasur) last August.

“I believe that History and God have put Ecuador and Peru, you and me, in the same place, to take the first step of this journey. We have nothing dividing us, nor parting us; right now we are together and with the same illusions for the future. So we could start giving an example, using all our resources to go to employment, justice and welfare of the poorest,” said García.

He emphasized during the last five years, countries in the region have spent US $ 23 billion purchasing armaments, and if the tendency continues, this could rise up to US $35 billion.

Chile asks France to clarify map that supports Peruvian demands

The Chilean government is requesting France to make a public clarification the touristic map reportedly elaborated by the Geographic Institute of France (IGN), that coincides with Peru's proposal for the maritime borderlines with Chile.

The map was printed today in El Comercio (Lima) which maintains that it would back the Peruvian position on the lawsuit it has with Chile at The Hague International Court,

According to El Comercio, this line “establishes as the border where Peru is requesting to The Hague.” that is, to set the borderline from an equidistant line and not from a parallel one as Chile wants.

Chilean Minister Viera-Gallo told the media that his government gave instructions to Chile's ambassador in France, Pilar Armanet, “to demand a clarification regarding that map.”

The Peruvian thesis would add to its territory more than 35,000 km2 that have been under Chilean sovereignity up to now.

Isabel Guerra

Uruguay hopes to start the talks and negotiations for setting a Free Trade Agreement (FTA) with Peru in 2010, which would come into effect from 2011, said Uruguay's Minister of Planning and Budget, Martin Dibarboure.

"Both countries have been approaching recently, and we have already signed a memorandum of understanding to advance on this path towards a trade agreement," he said.

He also added that both nations would negotiate a bilateral FTA under the framework of the Latin American Integration Association (ALADI), which would be an extension of the ECA No. 8, which was signed by the two countries in the 80's.

It is worth noting that Uruguay could not achieve the necessary parliamentary majority to sign an FTA with the US or any other countries.

Peru's Chancellor says that Evo Morales "has no moral authority" to criticize Alan García

LivinginPeru.com
Isabel Guerra

Peru's Foreign Minister Jose Antonio Garcia Belaunde said that Bolivian President Evo Morales has no “moral authority” to criticize the government of Alan García.

Morales had criticized García  for having granted asylum to "criminals" wanted by Bolivian and Venezuelan justice.

"Morales has no authority to talk about such things, since he gives shelter and pays  wages to a terrorist," said Garcia Belaunde, referring to the case of Walter Chavez, accused of terrorism in Peru because of his ties with the Revolutionary Movement Tupac Amaru (MRTA), and who even became Evo Morales' adviser.

García Belaunde pointed out that the Morales regime rejected (in 2007) a Peruvian request to extradite Chávez, and that Lima accepted the verdict of Bolivian justice.
