The European Union will invest up to 3 billion euros (3.7 billion dollars) in Latin America, European Commission President Jose Manuel Barroso announced Tuesday.
The investments would respond to "needs … that we have jointly defined," Barroso said at the inauguration of a summit between the EU, Latin America and the Caribbean in Madrid.
The EU and Latin America had about a billion citizens and carried out more than a quarter of world trade, Barroso was quoted as saying by DPA
