Garcia ministerial cabinet is taking shape after several weeks of consultation with his party members. Peru's president-elect and his new government will assume office on July 28. Even though he will not keep one of his electoral campaign promises - a 16-member cabinet consisting of half men and half women - the quota of 6 female ministers is a first for Peru.
According to a report by Peruvian magazine "La Republica", current Minister of Health
Pilar Mazzetti has good chances of becoming the next Minister for Defense or Minister of the Interior, which would following the example of Peru's neighboring country Chile.
Verónica Zavala, current Secretary of the PCM and sister of the present Minister of Economy, Fernando Zavala, is designated to become the next Minister for Transportation, while
Virginia Borra would be in charge of the Ministry for Women.
In addition,
Susana Pinillas would become Minister for Production and
Mercedes Aráoz Minister for Foreign Trade and Tourism.
Certainly the selections were not made unanimously among APRA's leadership. It seems obvious that the appointments rather represent some sort of compromise. Jorge del Castillo, Mauricio Mulder and Mercedes Cabanillas have discrepant points of view on the names mentioned.
For example, Verónica Zavala does not have the affection of Mulder, Mazzetti is not del Castillo's personal favorite, and the possibility of Virginia Borra occupying the Ministry for Women may be a thorn in Cabanillas' side.
If Mazzetti becomes Minister of Defense, Mulder would be appointed Minister of the Interior. However, his preference would have been the Justice Ministry but for that position Garcia is thinking about the president of Lima's Supreme Court,
Maria Zavala.
Jorge del Castillo, APRA's Secretary General seems fix as Peru's new Prime Minister and his choice for the Ministry for Energy, Luis Incháustegui, is probably not going to happen. The current favorites are Caesar Gutiérrez and Juan Valdivia.
In any case, Mulder, del Castillo and Cabanillas have accepted the decisions of their leader.
Other names mentioned:
The appointment of Luis Carranza for the Economy resort is almost a fact; Foreign Relations will go to Jose Garcia Belaunde; and the Ministry of Education to Jose Antonio Chang.
Current favorite for Ministry of Labor and Social Promotion is Fujimorista congresswoman and ex-member of the Truth Commission,
Beatriz Alva Hart. However, another possibilty for that job is Jaime Zavala.
For the Health Ministry the first option is Carlos Vallejo, and for Agriculture Gastón Benza.
The future president of the Aprista faction Javier Velasquez Quesquén confirmed that the cabinet of Alan Garci'a would be complete within a few hours, but it will not be announced until July 27.
