Chile usually gets "caught" in peruvian smear jobs and propaganda. From my experiences in spending time in both countries, it seems to me that chileans don't give a fraction as much thought to peruvians as peruvians do to them. I suspect the same goes for their military.

The fact is that the only country in the region with imperialism reminiscence and unachieved greatness dreams is Peru. Ask Ecuador; the only country in the region that has attacked another this century has been Peru. The only country trying to expand their borders in the region is Peru. Every time Peru's economy makes a little progress, airs of war with either Ecuador or Chile blows in Peruvians military dreams. It is true that anti Chilean propaganda is thought in schools in Peru and Bolivia and helps capture votes in every election. You don't see that in Chile. We sadly see this magnificent country 10 folds richer than Chile barely feeding his population and huge resources concentrated in 1% of the population; the rest wasted in political distractions. Hate fueled by fantasies and paranoia. It is beyond anyone capabilities of analysis.

Perucho, reality is in th eye of the beholder. History is written by the winners. Democracy is built on dialog. I recomend you to concentrate in other news that will make you happier like "Peruvian potatoes will grow in outer space". This news can really make people proud but likely not create jobs yet, maybe in the future. Kindly.
P.S. This could make you happy too: Peruvian Pisco is much better than the Chilean.

Peru is always causing problems with Chile. Little man syndrome at it's finest. They can't win north, they can't win south, and while south america makes progress Peruvians are fleeing the country to find work. Chile wouldn't be paying a low level Peruvian military officals via monthly check for matters of no interest. Just the latest attempt to get attention and complain.
And Albertito, Chile is as fearful of Peru's military as they are Bolivia's navy. If Peru were to start a war for no reason other than to distract it's people from it's own governments failures they'd be rewarded with the trip home Peru's Gen. Edwin Donayre so classlessly mused about granting Chileans.

Chile makes a convenient scapegoat, keeps nationalism alive in Peru. The Peruvian government isn't even subtle in the use of propaganda. Telescreens and the thought police are next.

chileans are fleeing chile, peruvians aren't fleeing as before, in fact many are returning to peru. peru's economy is growing strong even in the current global economic crisis and it's economy is one of the best and most stable in central and south america. peru is making great progress.
peru won't attack chile, it's just not worth the trouble. what's there to gain anyway, not really much. chile's been trying to take from peru for quite some time: southern territory, pisco, gastronomy, commercial air space, and so forth.
who's aggressively building up their military, well it sure ain't peru. chile must be afraid of something though. just because chile robbed peru of some of their land to the south, doesn't mean peru will lose anything to chile again. don't under estimate peru's fighting spirit. yeah, peru needs to improve in futbol on the international level, i'll give you that much, but don't be so over confident about a fight man, sun tzu, an unseen left hook or a countering back spinning kick from an underdog opponent with heart and spirit can send even a fearful giant crashing to the floor in excruciating pain.
in conclusion, this issue will soon blow over like a feather with the offshore winds and everyone will go about their daily lives as before.
