Children under five years are still the most vulnerable victims of the deadly cold wave that is hitting Peruvian Southern Andes: Puno's Regional Health Authority (Diresa) reported that another 28 children this age died of pneumonia, which adds the casualties in these districts to 60.

The two latest victims were reported in the province of Yunguyo.

The Director of Diresa-Puno, Luis Felipe Zea Vilca, said that most cases have occured at San Román province, where deaths among children under five years also happen to be the highest, with 28 cases.

In response, health authorities have decided to focus on prevention campaigns, such as the vaccination against pneumococcus and influenza, especially in Puno's highlands.

This brings the official death toll in the Andes to 277, if my math is correct.

See my blog post summarizing Dan Collyn's article on deaths in the high Andes: http://americaninlima.com/2009/07/16/update-child-deaths-peru/

It is unacceptable that Peru does not mitigate these disasters. Most of the deaths are preventable. Where is Peru's Red Cross? The family that owns the "Red Cross" brand in Peru does  not operate its Red Cross organization according to standards set by the international red cross, and thus does not mitigate or respond to most of the disasters that hit this poor Andean nation.
